Official Tool to Download Windows 8.1 Setup ISO and Create Installation Media

We know that Microsoft didn't provide offline ISO files of Windows 8.1 operating system for public download. If you use Windows 8 and want to upgrade to Windows 8.1, you'll need to download and install Windows 8.1 using Windows Store.

Some people want to perform a clean installation of Windows 8.1 operating system in their computers, but they can't because there is no official place to download Windows 8.1 setup ISO files. So first they'll need to install Windows 8 and then upgrade it to Windows 8.1 which would not be a clean installation of Windows 8.1.

Although there are a few workarounds to grab offline ISO files of Windows 8.1 as mentioned in following tutorial:

How to Download Windows 8.1 RTM Standalone Offline ISO for Clean Installation?

But now there is no need to use any workaround as Microsoft has released a free official tool to download Windows 8.1 setup ISO and create its installation media. You can use this tool to save Windows 8.1 ISO file to your computer and then create bootable USB flash drive or bootable DVD to install Windows 8.1 in any computer.

You can download and run this tool in any Windows version but you'll require Internet connection as it downloads full ISO file of Windows 8.1 operating system.

It allows you to select your desired language, Windows 8.1 edition and system architecture (32-bit or 64-bit).

It can be used to download following editions of Windows 8.1 OS:

  • Windows 8.1
  • Windows 8.1 Pro
  • Windows 8.1 N
  • Windows 8.1 Pro N
  • Windows 8.1 Single Language

You can download 32-bit (x86) or 64-bit (x64) version of any Windows 8.1 edition according to your requirements.

Once you select the required details, it asks you whether you want to create a bootable USB flash drive of Windows 8.1 or want to save the setup ISO file of Windows 8.1 for later use.

You should select the 2nd option to save ISO file and then after downloading and saving the ISO file, you can create a bootable flash drive or burn it to a DVD using built-in Disc Burner program of Windows or any 3rd party disc burning utility.

In this way, you'll always have a backup of Windows 8.1 setup ISO file for future use.

You can download this free tool using following link:

Download Windows 8.1 Installation Media Creation Tool

When you'll try to install Windows 8.1 using bootable USB drive or DVD created with the help of this tool, you can use either Windows 8 or Windows 8.1 product key at the time of installation. Both are accepted.

PS: It seems the downloaded ISO file includes Windows 8.1 Update 1 i.e. its a slipstreamed Windows 8.1 ISO file with Update 1. That's a good news for people who were planning to install Windows 8.1 operating system.

Thanks to gHacks for sharing this tool...

  • Hey VG,

My friend has recently bought a new laptop with windows 8.1 pre-installed.
When I asked him about the OS disc, he told me that it was not given to him by the seller and he was told to create a backup image of installed OS which should be used as OS disc.

Can we create backup image? If yes, what is the procedure and can I boot it from that disc.

Remember some points.....If your Laptop comes with Windows 8 then...........(Important)
    1. If your machine comes with Windows 8 Single Language i.e. OEM then download install "Windows 8.1 Single Language" with en-us.
    2. There is no product key will ask during installation.
    3. After installation simply connect your laptop with internet it activate your Windows 8.1 automatically.
    4. It comes with Update 1 till 24 September 2014.
    5. It works as Genuine Windows if you install same Windows Type which was preinstalled with your Laptop.
    6. Download Windows 8.1 in that Laptop which comes with Windows 8, remember it will automatically detect your Machine-ID during download and it will download for you as a Genuine Windows 8.1

  • So...Does the ISO really contains the Update 1? Is it confirmed?

  • Any md5 or sha-1 hash check once the disc is created?

  • I need some help. I follow the above instructions and when it completes I get the message "Download did not complete successfully" "the download task did not complete""object already exists".

  • In 2nd step @Vidyasagar Gupta, he mentioned "during installation". I'm a bit confused here, Actually how do u begin the installation after the download. Does it replaces/overwrite your recovery drive? I have HP envy j048tx and really want to upgrade from Win8 to Win8.1 .

  • Can i pause it while downloading ?

  • @Neeraj Vashistha, I want to clear that you have to download this ISO using this media after that you have to make bootable pen drive or DVD (Software are here to download http://www.askvg.com/rufus-yet-another-free-portable-tool-to-create-bootable-usb-drive-to-install-windows-and-linux/ ) and choose UEFI format.
And it will not replace your recovery drive.
For further installation of Windows 8.1 you have to do this things everytime from your Downloaded ISO fie. And your recovery drive become useless you can format it because you have "Original Downloaded Windows 8.1" ISO file. Keep your Downloaded ISO file safe for further format in future.
After format of your Windows you have to download and install driver for your Laptop also.
    Driver are here "h10025.www1.hp.com/ewfrf/wc/softwareCategory?os=4158&lc=en&cc=in&dlc=en&sw_lang=&product=5448970"

  • I am interested in one thing. Since i bought laptop without integrated operating system, will the clean installation of Windows 8.1 Pro (or any version that this tool provide) require activation key from me during installation ? Will it activate automaticaly via internet, after the installation is done ? Thanks in advance !

  • VG

^^ Of course. You'll require a genuine product key.

  • I can't believe MS finally released this... Definitely overdue.

  • I disagree with the statement that you can use your window 8 key for the windows 8.1 download using the Windows 8.1 media creator. I have seen this same statement said elsewhere and it is false.

I downloaded the Windows 8.1 Single Language and try to run it, and if my key was accepted it would not ask me, and it asks me every time. I entered my OEM key and it doesn't work and I had to use the GEneric Windows 8.1 Single Language key to get pass the Product Key page, then when the installation was all done, and I logged into desktop, I Put my windows 8 OEM key in, and it activated.

  • PS> I too, tried to make a USB Disk, and my disk was 4GB and yet this media downloader/creator program said that It was too small. No other uSB creator program says that about this same USB drive. The USB drive it won't accept is KINGSTON DATA TRAVELER 4 GB USB 2.
However, It worked great on my USB 8gb PNY, and booted. I even used other programs that booted it successfully. The easiest way to use it, is download the ISO and mount it and run it.
If you kill the program before you burn a DVD, and not click finish, you will end up with and ISO and a hidden ESD\windows setup folder on C drive.

  • VG

    ^^ Please check following:

    http://www.askvg.com/fix-windows-8-genuine-product-key-doesnt-work-for-windows-8-1-clean-installation/

You need to first use a generic product key and then you can use your Windows 8 key to activate Windows.

  • Won't work if you're behind a firewall. Besides why download an app to download an ISO, why not directly link to the ISO? People who are looking for ISO's know how to mount them and make bootable USB's. If you're using a mac and want to dual boot windows you have to find a PC, Just give the Image file M$!

  • it doesn't work on vista how can i download windows 8.1 setup file :/

  • Do you see any reason this wouldn't work on a micro sd in a tablet? I bought an Onda v116w from China and my windows build is Chinese, a single language edition. I cant read Chinese but getting it to boot from the SD drive should be straight forward. I'm assuming my Chinese Windows key will work.

  • Is it legal to just download all of the ISOs provided for future use? I only have Windows 8.1 machines, but I'd like to keep Win 8.1 Pro ISOs as well just in case.

  • Where can I get an ISO for 8.0 pro? You can't upgrade from 7 to 8.1 (or W10) without losing all your programs. Going from 7 to 8.0 to 8.1 will keep your programs. Thx!

  • @Vidyasagar Gupta I have hp Pavilion g6 2022tx laptop with pre-installed Windows 8 and I had updated it to Windows 8.1 from store and few days early I have to recover my windows 8 due to some problem. I recovered Windows 8 from recovery DVD given by hp. So I want to update to Windows 8.1 and Windows 8.1 update is available for me...... What do you think should I update it from store or I should download iso?? Please help me or reply me on my email address

  • Hey vg please you also please help me

  • Somebody!! Anybody!! Please help me!!!

  • Saurabh Patel: Go into the light..shhhh...

  • VG

    @Saurabh Patel
If you want to upgrade, then you should install Windows 8.1 using Store as it'll take less time. But if you want to perform clean install of Windows, I'll advise you to use ISO instead.

  • What is the difference??

  • Can I update from iso as @Vidyasagar Gupta has done??

  • What is meant by clear installation?? Is it means that I will only have windows... No drivers and other things that are provided by hp's recovery DVD from which have installed Windows 8.......

  • If I perform clear installation do I will have my personal files saved... And do I will need to install product key for Windows 8.1...... As I have buy laptop from retail shop I don't have an product key.....

  • Waiting for your reply.........

  • And I really don't want any issues about product key and.........

  • VG

^^ I'll advise you to upgrade using Store only because clean installation will remove everything and you'll need product key at the time of installation. So just upgrade using Store.

  • It means updating Windows store is only way I have..... Ohkk.....!! I will update from Windows store.... Thanks

  • Then what about @Vidyasagar Gupta steps....... do I can't update like him..... Because it will be good option to download... As it can be preserved for later use....

  • VG

^^ You can download the ISO and upgrade using it. But dont choose the clean/fresh install option otherwise it'll format the drive.

  • Thanks

  • Is it necessary that I should download it on my own machine or I can use my friend's downloaded iso who have exactly same laptop......

  • And are you pretty sure that it won't ask me for any key and other things.... And my previous files will be as they are... And all drivers..... Please say yes!!!

  • will it work offline

  • VG

^^ Once you download ISO, you can use it to install Windows without Internet connection.

    @Saurabh Patel
You can download ISO from any computer, it'll always be the same. But make sure you download correct edition of Windows 8.1. Regarding product key, I cant confirm as I have not used ISO to upgrade.

  • Can you help me to contact with Vidyasagar Gupta.. Please it will help me much........ And thanks for your help...

  • Can you please confirm that product key will be required or not please vg!!!

  • Please confirm it for anywhere... Because if it to activate my windows I have to again go to old Windows and again download the update for drivers.......

  • sir, I want product key of window 8.1 pro build 9600 . plzzz give me product activation key

  • If I perform clear installation do I will have my personal files saved... And do I will need to install product key for Windows 8.1...... As I have buy laptop from retail shop I don't have an product key.....

  • I tried update my Windows 8 pro to Widows 8.1 several times. I cant!

  • Can like this tool be made available by microsoft for Windows 10 download as it is also free upgrade now......

  • Will I get Windows 8.1 Professional ISO built-in with all updates i.e. Update 1, Update 2 and Update 3 through this tool?

  • VG

^^ Please check the PS given at the end.

    @Vidya Sagar Mahankali
Most probably yes but it may take time.

  • It is not working....Language is blank and will not let me make any selections. I tried running as an administrator and that did not help at all. It still does the same thing. What can I do?

  • it shows that "data is invalid".

  • Dear VG,
I have 8.1 Enterprise x64 on my Dell laptop. I've had some strange problems with Windows Store and with an HP Printer, and after trying many obvious things I have run sfc and DISM. Both report corrupted files, and DISM wants a path to an image it can use to replace the corrupted files with good ones. I don't see anywhere to download an 8.1 Enterprise ISO. Can I create an ISO from one of my Recovery partitions? If not, is there a way to obtain an Enterprise ISO?

  • VG

    ^^ Try following:

    http://www.askvg.com/download-windows-8-1-enterprise-edition-free-preview/

  • Every time I attempt to create the usb drive it gives the error, "We couldn't create an installation usb drive." I reformatted the drive, but still get the same error. any suggestions?

  • VG

^^ Try to run the tool as Administrator. Right-click on the EXE file and select run as Administrator.
