[Fix] Emoji Panel Keyboard Shortcut Not Working in Windows 10

Newer Windows 10 versions come with Emoji Panel which can be used to directly insert emojis in documents, text boxes, etc. You just need to press WIN and ‘.’ (i.e. WIN+Period) or WIN and ‘;’ (i.e. WIN+Semicolon) keys together and it launches Emoji Panel on screen. Now you can select desired emoji to add to your document, comments, etc.

PS: Your mouse cursor must be active in a text field or document to be able to access Emoji Panel.

Sometimes Windows 10 users face problems while opening Emoji Panel. When they press WIN and . or WIN and ; keys together, nothing happens. The Emoji Panel doesn’t appear on screen.

Today in this tutorial, we are going to share a few solutions to fix Emoji Panel not opening problem in Windows 10. After following these solutions, the hotkey/keyboard shortcut to open Emoji Panel will start working in your Windows 10 machine and you’ll be able to use Emoji Panel without any issue.

SOLUTION 1: Change Region and Language to United States

1. Open Settings app from Start Menu. Alternatively, you can press WIN+I keys together to open Settings directly.

2. Now click on “Time & Language” item present in Settings app.

3. Now click on “Region & language” tab and make sure “Country or Region” is set to United States. If it’s set to any other region, select United States from the drop-down box.

Also make sure the Windows display language is set to “English (United States)“. If it’s set to a different language, click on “Add a language” button and select “English (United States)” from the given list, click on Next button and then click on Install button.

It’ll take a few seconds or minutes depending upon your Internet connection speed.

After language installation, make sure “English (United States)” is set as default Windows display language.

Now restart your computer and Emoji Panel keyboard shortcut should start working.

SOLUTION 2: Run CTFMon.exe (CTF Loader) Manually

It’s a known issue in Windows 10. If CTFMon.exe is not running, users might face keyboard input problems.

Once CTFMon.exe starts running, Emoji Panel keyboard shortcut should also be fixed automatically.

SOLUTION 3: Start Touch Keyboard and Handwriting Panel Service

Make sure “Touch Keyboard and Handwriting Panel Service” is running in your computer using following steps:

1. Press WIN+R keys together to launch RUN dialog box. Now type services.msc and press Enter. It’ll open Services Manager.

2. Now look for “Touch Keyboard and Handwriting Panel Service” in the given list.

3. Double-click on the service and it’ll open its properties window. Now set “Startup type” to “Automatic” from the drop-down box and apply changes.

Restart your computer and now Emoji Panel keyboard shortcut should start working fine in your computer.

SOLUTION 4: Fix Using Registry Editor

1. Press “WIN+R” key combination to launch RUN dialog box then type regedit and press Enter. It’ll open Registry Editor.

2. Now go to following key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Input\Settings

3. In right-side pane, right-click and select “New -> DWORD (32-bit) Value” option. Set the name of new DWORD as EnableExpressiveInputShellHotkey and set its value as 1

Close Registry Editor and restart your computer.

Now try to launch Emoji Panel using above mentioned keyboard shortcut and Emoji Panel should launch without any issue.

    I added the regedit.
    Another example of very poor QA by M$.They have learnt nothing after the Vista mess. Windows V1809 bugs should have been resolved with a thorough QA before it’s release.

  4. Terrific article, thanks. In my case the problem was CTFMon.exe not running. I was able to leave my region as Canada and it still worked.

  5. Excellent, the above registry key was missing after reinstalling my OS. Also I had disabled the Touch Keyboard and Handwriting Panel Service, as my device is a desktop PC.

  6. on solution 4 I got all the way to step 3 the final step and found no such choice/line exists. I need to be able to switch between languages (so having English US as only language setting is not possible or convenient ) and it’d be nice to be able to access the symbols emojis etc whilst typing.

  7. Thanks for this great article! I couldn’t figure out why the new emoji-symbol keyboard didn’t work for me. Then I realized I’d disabled the “Touch Keyboard and Handwriting Panel” service, because it seemed like I’d never need it. When I reenabled it and restarted Windows, the keyboard worked. Now I don’t have to run a slow third-party app whenever I need to insert a special symbol. ๐Ÿ˜๐Ÿ‘

    But I wondering, why my Windows 10 Enterprise can’t use the shortcut (Win + ;).
