There are many Windows 8 users who are complaining about various restart and shutdown issues. Many times their Windows 8 computers restart themselves as soon as the login screen appears. Sometimes their computer systems hang while rebooting or shutting down the system.
Most of the times these kind of issues are related with the new "Hybrid Shutdown" feature introduced in Windows 8. Hybrid shutdown feature of Windows 8 decreases the total startup time by hibernating the kernel session instead of closing it which reduces the overall Windows loading time because resuming from hibernated system session is very less work compared to a full system initialization.
But this new feature is causing problems to some computer systems and if you are also facing reboot or shutdown problems in Windows 8, you can fix it by disabling this new hybrid shutdown feature and doing a complete shutdown.
Just follow these simple steps:
1. If you are on new Start Screen, type power and Windows will automatically search for the term and will show you the results.
If you are on Desktop, move your cursor to top-right corner of screen to access new Charms Bar. Now click on Search option and type power in search box.
2. Now click on Settings link given in right-sidebar of search results page and then click on "Change what the power buttons do" link given in the search results as shown in following screenshot:

3. It'll open Power Options window. You can alternatively open the same window by typing powercfg.cpl in RUN dialog box and press Enter and then click on the "Choose what the power buttons do" link given in left sidebar.
Now scroll down to bottom and you'll see "Turn on fast startup (recommended)" option given in Shutdown settings section as shown in following screenshot:

4. Disable the option by unchecking the checkbox and then click on "Save Changes" button.
PS: If the option is not shown or greyed out, scroll up and click on "Change settings that are currently unavailable" link.
5. That's it. Restart your system and your reboot or shutdown problems should get fixed in Windows 8.
NOTE: If the above solution doesn't fix your problem, you can try to execute following command in Command Prompt. Open Command Prompt as Administrator by right-click on the bottom-left corner and select the same option from the Win+X menu:
bcdedit /set disabledynamictick yes
The above mentioned command used to fix a very annoying freezing issue found in Windows 8 Release Preview build. According to Microsoft the issue was fixed in Windows 8 RTM but if you are still facing the issue, you can try the command.

Thanks for the Solution VG~
Great Job.

Thank you very much. Your article made me realize that my problem, where startup programs wouldn't start when I would log into Windows after a shut-down, was because of "hybrid shutdown".
Jeff
Thank you very much for this. Solved my startup problem with my Toshiba NB250 netbook. Would switch itself off at the beginning of startup every second time I used the power switch. Also lost access to the bios. Both problems now fixed.

VG,
I did try reinstalling Win 8, but that did not work - windows said it needed a disc on which it could install.
I went back into my Bios - on the first page it again only showed the DVD drive and not the ssd. So I called up the advanced BIOS and looked through that -- it did not show the ssd until I got to the page about various boot selections - I clicked on the boot override for the ssd - the screen blacked out, and then I saw the windows 8 logo, then the Start Screen appeared! So my using the UEFI BIOS boot override for that "locked" drive, unlocked it.
So either the Uefi bios locked it when Windows shut down in a way it did not like, or windows locked it in a way the uefi bios didn't like. bizarre, isn't it?
Well, at least I got my PC back :-)

Bought a brand new computer with Windows 8 only to start experiencing this problem a few days later. Thanks for the solution! Seems to have done the job!

VG - I am getting so tired of all the problems I've run into with Window's H8. System's Crashes that tell me to use the Recovery disc to fix, then the Recovery Disc telling me that it cannot fix the problem! That I either have to Refresh, Reset, or Reinstall. You don't know how many times this has happened to me on my main boot drive - I lost Count!
To help me analyze the problems I installed a second SSD and installed Windows H8 on that too. I wanted to double check - carefully double check, and analyze where the problems were occurring. And I ran into so many -
1. System Slowdown - and I mean slow. After entering my password on the intro screen it could take 2 to 15 minutes for the Start Screen to appear! When I checked PC diagnostics, everything was running Fine (Yeah, Right). System Temps were low - 28 degrees C. Motherboard just a bit more. Nothing high at all - nothing that would slow down the system. I thought it might be the last package of Motherboard updates I installed, so I uninstalled them. When I went to RESTART - it hung - and hung - and hung. 30 minutes later I hit my Tower's Reset button. It loaded up once more - and I now got a black screen with the cursor in the upper left corner. So much for fixing that one! I hit the Reset button once more - now Windows told me it had a Fatal Error and I needed to use the Recovery Disc - I did, I ran the Repair program - and guess what? I told me it could not be fixed! Time for another System RESET!
2. Next time I had all my ASUS drivers entered and got to the Intel Rapid Storage Technology one - for SATA controllers and Drives - as soon as I installed that one - I had to Restart the System - and guess what? Windows told me there was an unrecoverable Error - and I had to use the Repair disc - I did - ran the Repair program - and guess what? Window's could not repair the problem!! I had to Reset my System once again. That reset caused more problems with my first Boot Drive SSD - so I decided to then go to my second SSD Boot drive.
3. From my Second Boot drive, I tried to format the first one - it sort of worked. did most of it, but since it had a System partition, it would not format that no matter how hard I forced it. Nothing would format that entire disc. Now for this second drive, I reinstalled all the drivers one by one except for the Intel RST drivers - and it worked fine. Or so i thought. Today, all of a sudden my network adaptor was turned off - disabled. I went what? So I checked it out my Event Viewer - came up with an WMI event - unknown reason - 0x80041032. Note: I went to Microsoft's website about this error code, they suggested downloading a WMI diagnostic script to get data for the MS techs. I d/l the file and ran it - of course I received an error - Unsupported Operating System - Script will Abort. So much for their being up to date for Window's H8.
I ran the trouble shooter and followed its directions but still no network. I restarted the System and it hung. Now what I thought - not again! But after a few minutes - A Window's Error screen came up - said it was gathering data that it would send to Microsoft - said it was a "Driver Power State Failure" - whatever the heck that is! And that it would restart after it collected its data. It did but when it came back up, I still had no network connections.
I went into the Device Drivers for my adaptor and sure enough, it was disabled! I enabled it - went through a warning (not sure why), and clicked okay. A few seconds later, I had my network connection. Strange, HUH?
4. I've ran into numerous crashes with Window's Media Player - the new one. It was about the installed Plug-Ins. Since it doesn't come with any plug-ins, I had to search for them. Finally found them under BACKGROUND - they were two Bluetooth plug-ins. I had to disable both of them for it to stop crashing.

I am at the point now where I am going to reinstall Window's 7 on one SSD and keep Window's H8 on the second SSD. I'm going to run everything on Window's 7 until they come out with a major Service Pack for Window's H8 - thereby fixing all these System Crashes - and hopefully changing it from Window's H8 to Window's 8.

^^ It seems a hardware problem. It might be overheating problem. You should ask a technician to check your system.

Reformatted windows 8, now it boots up to a screen with a cmd prompt in the bottom left corner with the file path ending in /system32/, and in the middle of the screen is a little window that says, HP Laptop 'Date' "Time' Please Wait..... It just repeatedly restarts. this is at the end of a reformat.

This is great, but this issue still happens today making Hybrid shutdown or Hibernate shutdown unusable - Windows 8 Pro. The problem for me always happens when I got to shutdown, either Fast or Hibernate. I know the problem is happening because the computer just hangs when shutting down. I eventually unplug the laptop and close the lid. Upon rebooting from this, which takes forever, a 3.5 GB memory dump file is always created.
Sure, I can now just choose Shutdown the old way, but it is painfully slow upon rebooting the next time. The hybrid shutdown was working at one point. I really wish this problem would be fixed.

Actually my PC would Shutdown very quickly but my CPU would remain on for some 30 seconds.
And when I would restart,It would take more than 15 mins to start or sometimes it would say "your PC ran into trouble" and then it would restart again!
THANKS ONCE AGAIN!
