  • disk2vhd is a 32-bit application; when running on a 64-bit system as 2008R2, it binds with the 32-bit DLL, which will reside in Windows\SysWOW64.
And with Server Core versions, it might be missing there.

  • That's true.
Disk2VHD requires vssapi.dll and vsstrace.dll to be resided in C:\Windows\SysWOW64\
Just copied them from running 2008R2.
