STEP 1: Download and Install Rufus in Your Computer System

Download and install the tool in your machine. There is also a portable version available of the tool which doesn’t need any installation. You can direct run the portable version.
STEP 2: Create Bootable USB Drive from Windows 11 Offline ISO
Run Rufus tool and it’ll automatically detect the attached USB drive. If you haven’t attached the USB drive yet, insert your USB drive into USB port.
Make sure “Boot selection” option is set to “Disk or ISO image” and then click on “SELECT” button.
