You can download the SP3 from the above mentioned link.

A few ppl are facing a problem while installing SP3. Whenever they try to install it, Windows shows following error message:

Service Pack 3 setup error. Access is denied.

OR

Service Pack 3 setup error. Service Pack installation did not complete.

If you are also facing the same problem, then follow these simple steps and your problem should be solved:

1. Download and install the Subinacl.exe file from here.

2. Open Notepad and paste following code:

cd /d "%ProgramFiles%\Windows Resource Kits\Tools"
subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f /grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f
subinacl /subdirectories %SystemDrive% /grant=administrators=f /grant=system=f
subinacl /subdirectories %windir%\*.* /grant=administrators=f /grant=system=f
secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose

3. Save the file with name "SP3.bat".

4. Now right-click on the file and select "Run as administrator". It might take some time to complete.

5. After completion, restart your system and now you should be able to install SP3.

  • This works! Instead of “Run as administrator“, I used "Open" - probably because of XP Home. After restart, SP3 installed was flawless.
My only question is, does SP3 installation reset the registry?

  • Thank you for this Fix  it was the most simplest I came across.

  • Yeah installed SP3 alright (had SP2). After setup and reboot, all the computer then wanted to do was keep rebooting before it would reach the welcome screen each time! Had to finally boot in Safe Mode, and restore everything back before even did a friggin install of this stupid SP3!

  • Thanks for your help. It really worked. Only i had not the choice of running as administrator (right mouse click), but opening the file was enough for running. After rebooting everything was fine.
    Thanks again

  • Karma definitely owes you one. This fix worked like a champ... I've gotten so used to being screwed using standard MS fixes that it was refreshing to finally get some satisfaction.

    Appreciatively,

  • All the same problems as above. The fix didn't work for me either. Do not have the run as administrator option so I clicked on open and the box flashes on the screen and disappears. Any new suggestions or should I just leave it alone until microsoft improves the files.? Thanks

  • Thank You so much for the heads up. I did find the solution and it worked great. I also found the solution to make my pps files open in outlook express, so I am a happy girl.
