Recently Microsoft announced that RTM version of "Windows XP Mode" for Windows 7 will be available on October 22 for public download.

If you are a MSDN or TechNet subscriber, you can log into your account and can download "Windows XP Mode" RTM from "Applications -> Windows Virtual PC" section:

Both 32 and 64-bit versions are available.
