Hey Nikolaj...
You can do this with Styler, available thru the Downloads section, I think.
Just drap and drop the required files/folders into the "Themes" tab and doubleclick it.
The reason this would be restricted is becasue it would usually require a Control Panel applet (desk.cpl) to open the preview window.

Hey Nikolaj (again)
Our school uses the silver one, even worse.

@Nikolaj
u shud be an admin to change wallpapers.
i think most schools has many restrictions.
u can use run command type in
"net user USERNAME PASSWORD /add" to add a new user ^^
now to make it an admin.
"net localgroup administartors USERNAME /add" :P
without the quotes.
if run is disabled. create a batch file on a notepad
type "START" then save it to a filename ending with ".BAT"
make sure u choose to save as All Files...
run the BAT file u made then return to step 1.
thats all.
just switch to the new user uve made. :P
then change those boring wallpapers. haha. :D
