We blogged about "Ultimate Windows Tweaker" a few months back. Its a great tweaking utility for Windows Vista users. It has been developed by our fellow MVP "Ramesh Kumar" and released by "WinVistaClub".
Now a new version 1.1 has been released. The size of this application is just 450KB. Also its portable, so you don't need to install it. You can directly run the application and can carry it on your USB drive.

It contains 7 sections which helps in identifying which tweaks you want to apply:
- Personalization
- User Accounts and UAC
- System and Performance
- Security
- Internet Explorer
- Network Optimization
- Additional Options
Although the application was developed only for Windows Vista but it also works in Windows 7. Here is what the developer has to say:
While UWT v1.1 is meant for Windows Vista, some of the tweaks work on Windows 7 Beta too. However, DON'T apply any tweaks on "Personalization" and "User Accounts & UAC" pages on Windows 7 Beta.
