It&#039;s not a bug. See, the close button is designed as a layered object, thus disabling all layered objects below it. If you right click anywhere on the title bar of a program, you should get the system context menu. If you left click the program icon in the title bar of a program the system context menu appears, unless defined otherwise. If you right click any element of the title bar, with the exception of the close button, the system context menu appears.
