Answering a few of peoples questions here:
Q: Can this skin EVER work on XP?
A: Usually "NO" but acturlly there is a way, installing "Vista Transformation Pack" changes your XP into Vista (THIS WILL CHANGE SYSTEM FILES), and then using this skin from there.
Q: Can this skin work with WINDOWS 7?
A: No, it has not been built for Windows 7...yet.
Q: Can this work with Windows Vista Home Basic?
A: Yes, like with XP. WindowBlinds ENABLES Transparity settings.
Q: I get a message to reboot WindowBlinds, yet I've rebooted and no success.
A: Make sure (XP: WBINST~1.exe) (Vista: Wbvista.exe) are ENABLED on task manager. If no success from there. BUY IT LEGALLY CHEAPSKATES.

^^ WB skins can't be converted into msstyles but you can try VistaVG Ultimate theme which also provides same Vista feeling in XP.
