^^ Right click on Taskbar and uncheck "Lock taskbar" option. Now you can drag-n-drop the taskbar to bottom.

My task bar is verticle on the left of the screen. I don't know exactly how or when this happened but I can't find anything to change it back to the bottom of the screen.
