Now-a-days every browser comes with tab feature and we can easily drag-n-drop tabs to anywhere on the tab bar using our mouse. Its quite handy feature. ^^ Right click on Taskbar and uncheck "Lock taskbar" option. Now you can drag-n-drop the taskbar to bottom.

Well, Windows 7 (both x86 and x64) does come with this feature. You can easily move/arrange the items on Windows 7's Superbar/taskbar and system tray without the need to use this 3rd party utility.
