This SDK enables the academic research and enthusiast communities to create rich experiences by using Microsoft Xbox 360 Kinect sensor technology on computers running Windows 7.
The Kinect for Windows SDK beta includes the following:

Simple answer: YES !!!
This package is for you to create applications that enables you to use kinect with your pc.
More important for the people that are not able to develop an applications is the fact that it has the official pc drivers for the kinect.
Thus if you cannot create applications you can install the drivers and then in the near future you will find a lot of applications on the internet made by others that use kinect on pc.
That is amazing news VG ... i waited long enough for this.
