This is a Master list? It looks more to me like; Here, have a few tweaks.

You tell people to set Services to manual. This is very bad advice. You should study the services, and decide which ones you will never use and disable them. Leaving them set to manual is a security risk. A virus can exploit that service and cause it to run, and you would never notice. Allowing unneeded services to run also takes up system resources and will slow your system down. You won't notice one or two, but many will do it. You just wont know unless you learn about each service and disable the ones you will never use. If you don't want to do this in Services.msc, you can download Sysinternals's AutoRuns from Microsoft. With this you can disable Services and all startup applications you do not need. Next o each service is a detailed description of the service and recommendations so you can quickly decide if you need that service or not.

EDIT

(and should have been noted in the article i think)

This kind of "minor" stuff will have a much larger (or more noticeable impact) on "lower end systems" or aka almost any machine you buy in a retail store (desktop or laptop... at any price). On the GF's laptop... great difference (this kinda stuff really frees up some precious MBs and vid/cpu power) . My computer (or most of the ones I build for customers) get almost no increase at all.

Not trying to bash... just a FYI

I can't believe they left out one of the most important...

enable all cores on start up. Most people now days are running dual cores or quad core processors.

Hold windows key down and hit "R", this brings up the "Run" box. Then type "msconfig" and hit enter. Under the "Boot" Tab select "Advanced Options..." and check the "Number of processors:" and select the highest number available from the drop down. Click "Apply" then "Ok" and then restart. You will notice a big difference in your start up time (especially quad cores or dual core laptops).

All it does is use all available cores to (you guessed it) boot up windows and it shaves off anywhere from five to 30 seconds. (not even kidding... Girlfriends laptop is basic w/ 2gb ram and enabling both cores took 27 seconds off of her boot time!)

It is something I feel should be enable by default, and I recommend it to all my customers.
