The easiest way to handle all of this is to simply give everyone else a Limited Account so they can't delete any important files, and not give them edit (or even read) access to your personal files. There are also free tools like this (http://www.microsoft.com/windows/products/winfamily/sharedaccess/default.mspx) which give much more comprehensive results.
