I must have disabled a key feature (Allow web content to be added to desktop, under "Explorer" in Tweak UI) in Tweak UI that made Windows do this:

-Ignore all jpg files and prevent them from being selected
-think that something was messed up and, therefore, my Pictures folder was the only resort
-forget to disable the function included in the Common Task Pane
-Show only .bmp files
