That would make aero peak as good as completely useless because you'd need to hover over for ages to get it to show. I would prefer it to be the same time as the aero thumbnails when you hover over the icons in the taskbar because then it will do it instantly when you want to show desktop and take advantage of the feature, but won't be too long so that have to wait for ages. Other than that, it's a great tutorial because you've shown us which registry key it is to change this setting. Why would you want to change the delay to 4 seconds?
