Aero-Design worked well in Windows 7 RC. Now I have Vista Home Basic. I tried to enable aero-design the way you described. And I tried the program Aero-Enabler. Both did not work. There is nowhere any Option to turn on. There is neither transparancy nor windows-preview at the taskbar. Have any one ideas? I have a ati hd 4890 graphics-card. it supports aero-designs.
