"XP Skin Pack" is a transformation pack for Windows 7 created by "hameddanger" @ DA which transforms Windows 7 into Windows XP.
This skin pack comes with Windows XP theme, icons, wallpapers, login screen, boot screen, cursors, etc to make Windows 7 look-like Windows XP.
It can be installed in Windows 7 with or without SP1. It supports both 32-bit and 64-bit versions.

NOTE 1: Please create a system restore point before installing this skin pack so that you can restore default Windows look in case you don't like the new look or face any problem.

I have copy and pasted all of the theme files to themes, and the x64 file with the modified explorer to the resources file. What else do I have to do?

I'm having some trouble! I've patched the files and put my .theme into Windows/Resource/Theme, but its not appearing when I go to Desktop Personalise and when I double click the file it asks what program I want to run it. I'm using an Acer aspire if that makes any difference.
