Both things have been created for people who don't like the new Aero theme in Windows 7. Windows 7 uses a similar Aero theme as Windows Vista but Windows 7 theme is very minimal and light in colors and there are people who want the old Vista look back in Windows 7.
So this theme and skin pack will bring back Windows Vista look to Windows 7 and will make your Windows 7 look-like Windows Vista as shown in following screenshot:

"Vista Skin Pack" is a transformation pack for Windows 7 created by "hameddanger" @ DA which transforms Windows 7 into Windows Vista.
This skin pack comes with Windows Vista theme, icons, wallpapers, login screen, boot screen, cursors, etc to make Windows 7 look-like Windows Vista.
It can be installed in Windows 7 with or without SP1. It supports both 32-bit and 64-bit versions.

NOTE 1: Please create a system restore point before installing this skin pack so that you can restore default Windows look in case you don't like the new look or face any problem.

Finally, the Windows 7 taskbar looks so awesome like the Vista taskbar! And because of this Vista Theme, I can put windows behind the taskbar and I still can recognize the icons and can read the labels on the taskbar.

Well i never tried Windows Vista but this gives same interface as Windows Vista from the screenshots.

Everything has the vista look, except the taskbar, it still has the Windows 7 look except for the color of Vista...

I set taskbar to never combine, helps a little how do i do the explorer thing i tihnk that might be why

Scratch that nevermind i fixed it, laptop was screwing up after i restart it works
