One from your own user desktop folder, and one from all users' desktop folder. These two files contain information on some localized icon names (which can change displayed names of specific icons while preserving their real names, from the name data found from specific DLLs, such as shell32.dll) so they are actually useless and safe to delete. Go on and delete them. I don't know how old this post is, but I want to point this out:
